Crop effect

Whenever I crop an image and add an effect, like a paint brush effect the cropped image moves positions. Is there any way that I can keep the image that I cropped in premiere pro in the same position AFTER i apply the effect?

Thanks for the question. Is it possible to nest the clip, then add crop? See if that works for you.
