Cross dissolving creates black artifacts on video

For some reason on this singular cross dissolve, a few of the frames have a bunch of black squares on it like its corrupted. But when I playback the clips individually without the dissolve they're perfectly fine. 

I've tried to,

• manually dissolve using opacity key frames
• sequence render into out
• fully export the clip

and it still shows the black artifacts. Does any one know how I can fix this?

Turn off Composite in linear color in the sequence settings.
