cursor and function of cross-dissolve has changed

I'm trying to apply cross-dissolve, but the cursor for it has changed, and now it will only apply to either the clip on the left or the right, not over the ends of both. The cursor now looks like a little flag that faces left or right; previously it had a little flag on each side. Now it will add a cross-dissolve at the end or beginning of a photo or video clip, but it won't straddle the line inbetween and apply the cross-dissolve to both. It won't even let me put the cursor squarely on the dividing line between. You can see what I'm talking about in the attached screenshots.

 

Clicking on something else and then back doesn't help. Closing and re-opening the project or the program doesn't help.

 

I'm using Premiere Pro 14.0 and am very new to using this program, FYI. I know that I can highlight both clips and hit CTRL-D to place the default video transition, but I'd like to resolve this anyway.
