I'm cleaning up my computer hard drive and I noticed I have a premier 2023 and 2024 and the same with Lightroom is it safe to delete the older versions?

You can. I never ever do. I have back to I think 2018 on my latest desktop, and my secondary older rig has back through 2015. Pr/Ae/Au/Me. And that rig still has SpeedGrade, which I still get into occasionally.

It's not slowing my computer down or anything. I have an M1 Pro MacBook. I'm more concerned about the hard drive space on my laptop. I do all my photo and video editing on external hard drives, so I'm trying to figure out why I only have 200 GB left on one terabyte machine that I have no photos stored on, so I'm just trying to do a little spring cleaning

Check where Premiere and any other Adobe apps are setting the cache files ... those should if possible be on a separate drive also. And can inhabit a lot of space at times.
