Dissolve effect error

Somehow dissolve effect can't be dropped into the clip at all.

Tried reinstalling from scratch but still doesn't work. 

Othe effect like coloring works but having problem with the transition effects.

Help Please.....

Which dissolve effect are you using?

Just basic premiere dissolve effects.

All of the dissolve effects arn't working.

Show entire UI with timeline.
