Dragging problem

When I drag anything to line up with other clip or object, it has no precision at all. It is totally loose, in the terms of going through the timestamp where that subtle stop should happen without a mere sign of  recognizing the other clip. 
Maybe I messed up some setting? I have no clue what could have caused it, so really appreciate your time 🙂
