DSLR camera footage is glitchy when playing back

When I import footage from my DSLR camera, it is glitchy when playing through it. Whenever I pan or walk with the camera in the video, these small choppy horizontal lines appear. I had this problem before, but it went away months ago. When I watch the footage on the actual camera, the lines don't appear, it's just on Premiere. I filmed the footage at 30fps with a shutter speed of 1/60. I'm not sure if this is an issue with Premiere Pro, or with the camera.

Could it be that the camera screen is too small to notice it?

Can you view it on your computer on another application?

It only does it on Premiere, I played the footage from Windows Media Player and it doesn't have the choppy effect.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

try transcoding with free shutter encoder prores/dnxhd if it persists only in premiere or try software decode only.
