Hello, I would like to set my photographic clips to under 1 sec in Premiere Pro. Is that not possible? The speed always goes back to 1:15 when I try this

If you are referring to still images?  If so, those can be as short as one frame or as long as just under three hours.

 

Try zooming in on the Clip Boundary in the Timeline and then click and drag the right edge of the clip toward the left edge until you have the duration you want.

and you can set a default duration when you import stills in preferences: timeline.  If you're trying to adjust the clip speed of a still, don't think that's a smart way to work since there's no movement in a still.  Warren's workflow is the way to go..
