After completing a video months ago, the powers that be where I work now want new edits (additions) to that video for a different purpose. How can I change the format to edit it again? I haven't used Adobe Encoder yet -- should I export the file there and change the format to .mov or something similiar to import back into Premiere Pro for editing? Or is that even possible?

If you still have the project open that in premiere and edit from there.

After adding you content you export to any format.

I still have the project in Premiere Pro, but it's the mp4 version - a
master copy is no longer there. I need to do significant editing to the
project.

If you only have an exported video, and not the project file and original media, then you can't change existing edits.

A mp4 is not a project but a movie file.

You can convert the file to Prores 422 HQ for easy edting.
