Effect Controls are inactive for RED footage in Premiere Pro 2023

Hi, 

Since installing Premiere Pro 2023 (on Windows 10) it has not been possible to access the Effect Controls in order to select the 'Reload from RMD' button in order to apply a color look suitable to export to H.264/ MP4 access files, change the Image Pipeline option to IPP2 etc. I have to retain an install of Premiere Pro 2022 in order to make these changes.
Both these instances are fully updated - please see attached screenshots of the Effect Controls for the  same RED footage, as seen in each release version. Has there been a change in Premiere 2023 that enables you to make the Effect Controls active?
