Sometimes an effect is drag & drop to layer in the time line, other times an adjustment layer is created & effect is drag & drop to that adjustment layer. How to decide whether an effect needs adjustemtnt layer or not?
The most common use of an adjustment layer is when you want to apply effects to multiple clips at once. This can be useful in two key scenarios:
Using adjustment layers can save time and maintain consistency when applying effects like color grading, blurs, or other visual adjustments.
You probably dont need an adjustment layer, but say you want to apply the same color correction across all clips on the timeline, (even if they came from the same long file, but you made cuts in there it is assumed.), then you can apply that color correction to all the clips using a a single adjustment layer.

That means if it is a single layer in timeline it does not matter whether effect placed on the adjustment layer or not.
