Error 3 when exporting from media encoder 2022

I've just installed media encoder & premier pro 2022. Imported all settings. Premier works fine and exports to media encoder as expected.

Media encoder fails every time with error 3 without writing anything.

I opened the old project in 2021, exported and it works fine.

Could it be a permissions issue with ME 22?

Windows 10, plenty of disk space, physically attached, and my user is local admin.

Any suggestions great fully received.
