I forgot to say, that it's not the Media Encoder - this error occurs in Premiere Pro at the start of the render.
My laptop specs:
Acer Aspire V nitro
Intel Core i7-7700HQ 2,8 GHz
Windows 10 with the latest updates
Premiere Pro CC the latest version
PS: this message shows not every time I try to render something, but once in a while

I'm having a similar issue.
You have to go to that part of the sequence and troubleshoot.
Sometimes undoing/replacing an effect, sometimes deleting/replacing the clip, a number of things could be the problem.
For those coming to the post, the general issue issue can happen when overloading your GPU with too many effects or processes.
Workaround: you can switch to Mercury Playback Engine "Software Only" - if you are exporting from Premiere Pro. Just choose Project (or Production) Settings > General and under Renderer.
A few editors got clear of the error after deleting excess video preview files folder. Some just made more room on their hard drive.
Overall, it's usually a GPU issue. Bypassing the GPU can workaround this issue. Buying a more performant GPU solves the issue.
