Steps to try:
. Delete render files from sequence
. Clean Media Cache
. Update your graphics driver to the latest 'Studio' driver if using Nvidia
. Sequence Settings => Video Previews => Preview File Format => QuickTime => Codec: Apple ProRes Or Cineform
. If nothing works you can try Software Rendering from Renderer
If none of the above works, please reply with your system specs and Premiere Pro version

Export to a local drive instead of OneDrive.
Delete clips from timeline, add and do the effects again of the given time of the error message.
