error when pasting sequence timeline into another sequence - audio pastes but not video

We've been building complex edit structures in small pieces on seperate timeline sequences for many years. It is very common for us to create a simple sequence and then drag that sequence onto a master sequence so we have a nested composition.

In both beta build 7 and 13 when I attempt to drag over the sequence (which is video only), only audio? is transferred. The video does not transfer and an error symbol appears until I move the mouse arrow down into the audio area at which time an audio timeline appears. All the sequences are 29.97 fps 1920x1080 progressive so there should not be a problem.

The track target V1 to the left of the lock icon was off but the audio A1 target to the left of the lock icon was on.

Turning V1 on and A1 off allowed the sequence to be pasted in.

This is another new "feature" caused by the "Microsoft disease" that infects so many software vendors. I have been using Premiere since version 1 (that is correct, Premiere - not Premiere Pro) and never had this happen.
