Errors when rendering video originally exported from PowerPoint

I am unable to correctly render to an mp4 a video with audio when the video was originally exported from PowerPoint. It plays fine on the timeline and in the VLC player.  I need to add audio which is why I am trying to rerender it from Premiere Pro.   Some of the slides in the video are partially "backing up" one slide after the transition to the next slide.  This happens twice in a 5 minute video.   I have tried several different render settings and have reimported slides which are affected and exported new videos from PowerPoint, but the problem exists when rendering from Premiere.   I imported the same video and audio into TMPGEn Master Video Works 7 and its export did not have the problem.   I can provide links to the source video and audio files and to the rendered output from Premiere Pro.  This appears to be a rendering problem since the video plays fine from the timeline.  Can someone assist me?
