The essential sound speech optimization is not downloading the data. The download remains stuck at 0%. What could be the cause?

Can you try opening the creative cloud desktop app and then under the apps section find Premiere Pro.  You will see a three dot menu, click the three dots and select "Get Add Ons" then choose Enhance Speech
