Even slower now laggy playhead 23.5

In the changelog it's wrote Improved timeline scrubbing and playback well what did you improve to make it slower and laggy?  You did succeed. 

 

Also what i found, if you have 4k footage and you make the sequence 1080p premiere is very slow. It used to be good on older versions but with newer and newer versions it's even slower. 

Do you want that premiere will dissapear and no one will use it anymore that you make it so slow?

 

Files are h.264,  i don't even wanna image how they will be if i use h.265

FWIW: h.264/5 are great for storage, but both lousy for editing. Use Proxies or transcode to a flavor of ProRes.

then why it did work fine without a problem before and now it's horrible? I could edit fast even from a hdd and now not even from a m.2 with 7gb speed.

You didn't mention your hardware except for the 980pro or such. What's your hardware like, you didn't even say mac or pc. Rant if you like but if you want help you need to get specific. And you can still download version 22, and previous versions of 23.

and i got specific. Everything laggs what else do you want me to say more? Every option that i make laggs. Multicam laggs, nesting laggs, single footage lagss, slow motiong laggs, fast motion laggs, 1080p laggs, normal footage laggs. changes in lumetri laggs,

Alot of us are not having those problems, so what have you done to try and fix that on your end?

Reset the preferences back to default? Clear the cache, etc...

I guess that's it? Like I said, many of us are not having that issue.

Here's a screenshot of my fairly optimized machinel. I work hard to keep the processes down, as each one takes a small slice of processort time, each clock tic.

for what i see is that a lot of people have my problem. 

It's beed for couple of years no fix now, no fix in the future. Typical adobe.

This is where people go to communicate with their peers. Most people  that come here are for their problems. Adobe lets everyone run what they brung. They are not mandating the latest hardware, etc. I think it's great that way. You didn't say how many processes you have running. How old is your Windows installation?

Stop your empty words. Yes, we have troubles and it is Adobe which brings raw, untested product. Problems with multicamera, monitor buttons issue, exporting issues and etc. What kind of computer I need to use to avoid this headache?
