I am an independent filmmaker and dad who has been working on a documentary for many years in the little free time I have. Premiere Pro is the system that I learned on and have used for over a decade, but this latest version has completely killed my progress on my latest film and my interest in working on films all together. On the rare occasion that I have a few hours to spend working on my project, I spend most of my time frustrated by slow playback and rendering times, a laggy UI, clips that won't load at all, and other issues. Upon doing some research to see if there's anything I can do to fix the problems, I find everyone talking about the same things and no resolution in sight. Extremely frustrated with Adobe in general. GIVE ME BACK MY CS6 WHEN I DIDN'T PAY A SUB AND EVERYTHING WORKED!

Total sympathies ... that would be a pain.
What's also a pain, is I and the other volunteers here love to help people get past all the crud that can and will happen at some point. But your post doesn't give us anything to help with.
Most of those things are solvable if we have the details to start troubleshooting properly.
I'm on 25.6.2 I think it is, and working away on a PC without troubles. It can work for most users.

So how do I fix this except going backwards. I have a huge project and can't even get the time line to respond to a mouse click or a keyboard stroke for playback? This is very dissapointing but certainly not beyond Adobe messing with stuff that is already working well.

Are there preerences that should be set or re-set. for this to work right? And please don't have me checking or uninstalling and reinstalling root systems, etc. on a computer that has worked well up until this point.

I've never ever suggested reinstalling a system, that's just bizarre. No, this is in-app troublshooting.
The first of course is when launching Premiere, hold down Shift ... and when the dialog pops up, tell it to dump all cache files.
Past that ... your system specs, so we know the OS and CPU/GPU/RAM as those do have an effect on many things or limit which hardware we're dealing with ... and of course the media, how it's stored/accessed, and effects and any third-party things like plugins are in use.
Then we start winnowing down.
