Everytime I select file, this camera icon appear

How come everytime when i click on file or edit or any other menu from the top bar, it will not drop down. Instead, i see this camera icon appearing. Can anyone advice how to resolve this issue? Thank you.

The camera icon is not an Adobe icon.

No idea what this could cause this to appear.

Reinstall and use cleanertool.
