Export Dialogue won't come up

Since updating to premiere pro 2024, I've had weird export dialogue issues. Yesterday when I would go to file>export, nothing would happen for a while, until finally the export dialogue would come up. But today, it's not happening at all. Even if I click the Export panel at the top, it never shows up. I have no way to export my project.
