Export - File name collision handling bug in v23

When rendering out my video (without queueing thru Media Encoder), if I cancel export, it leaves the (incomplete) file behind.

Then if I export again with the same file name, it begins export right away with the File Path Collision dialog behind the export progress dialog, and it cannot be clicked (screenshot). This is clearly a bug.
