I've tried numerous times to fix the lesser quality after uploading and just can't figure it out. I've searched different options to try and figure out how to fix this issue but none seem to help.

Not quite sure what the last thing you said was.

"lesser quality after uploading", if you mean Youtube, that's expected, YT recompress all videos you upload
What she means is simple: saying "latest build" is not giving a build number ... which is what she asked for about Premiere.
I will say, an old 720x480 media size doesn't look at that good against 1920x1280 & 3180x2160 clips.
