Export video problem!AdobeInstalledCodecs message

Hello!I have problem with video export,when i try to export video i got message what Unable to install:C:\Users\Public\Documents\AdobeInstalledCodecsTier2\3.0\mc_enc_hevc_dll.
And programm hang stops and i cant do nothing..
Why its happend and how i can decide that problem?
I bought Adobe Premiere 1 day ago .

And that folder Users\Public\Documents\AdobeInstalledCodecsTier2\3.0 i have empty.. There should be that file mc_enc_hevc.dll?

I am struggling with the same issue.. i think its somehow related with windows 11??
