Exporting matching time code

My timeline in premiere pro is set to 29.97 non drop frame time code. When I export in media encoder format mpeg2-dvd the resulting file has 29.97 drop frame time code. Is there a way of making the exported file 29.97 non drop frame?

No idea if mpeg2-DVD has drop or non drop frames, but you cannot change anything, it's a fixed setting.
