Exporting timecode for 2023 version

When I export video from a seq. starting at TC 59;58;00 drop, TC from my export does not match. It starts at nondrop 59:54:24. I have checked metdata export settings and all looks to be correct. Has anyone else experienced the same bug?

Yes, I'm using variable framerate footage. But before Premiere 2023 was auto-updated, I didn't have this discrepancy with 2022 version. I always have variable fr in all of my sequences. Just checking if any other Premiere editors have experinced this?
