Basically I built this thing to be a workhorse and it had been great... until yesterday.
I was working with 4k 59.94 footage from a drone, nothing TOO visually intense, just smokey skies over my city. I had edited all the clips and was just putting them on an export timeline.
The first video exported fine the first time, but the other 4 videos (each less than a minute in length) only displayed the first frame of the video... OK- I figured it was an export setting issue. So I went and adjusted those settings, tried rendering in higher and lower resolution (original exports targetted 1080 since it was for instagram), all of those settings were standard, nothing special. Each time the video would only export the first frame.
THEN I tried playing back on the timeline and this is where things got really weird, suddenly the videos on the timeline didn't play either... even though they had all worked fine previously. So now I'm stuck and went to work trying to fix the problem.
THINGS I HAVE TRIED:
-Tried lowering the resolution for playback- even though this hasn't been an issue with this rig. NO EFFECT, video continues to play at 1 frame every few seconds at best.
-Tried rolling back to previous version of Premiere, I was on 25.3 and went back to 25.2- both had the exact same issue so I have gone back to 25.3
-Checked the audio hardware preferences, they're on MME and I tried disabling the primary input- no effect.
The ingest files also run PERFECTLY FINE outside of Premiere so this is undoubtedly a premiere issue...
OH and other projects still run fine... so WHAT GIVES?!?
This is beyond frustrating, I should have had these videos exported days ago- it should only takes MINUTES of my time, not HOURS. I don't have the time to waste with anymore troubleshooting so I'm very hopeful I can get some assistance through this post... me even taking the time and posting it shows how bad this situation is.
As a first step try reseting the Workspace. Window>Workspace>Reset to Saved Layout
Then try the usual first fixes - Reset Preferences, and Delete Media Cache

Ah yes I forgot... I did both of those things also. I reset the window- didn't help
I deleted the media cache also- didn't help.

I HAD NOT RESET ALL PREFERENCES THOUGH
This has fixed the issue, BLESS YOU

I had a similar issue: 4k footage from a DJI Mini 4 would not play. I would only get the head frame. Exporting the clip was also a freeze frame. I just rolled back to the previous point release. None of the fixes listed here fixed my issue.
I figure everything will be fine on the next point release.
