Footage in Premiere Pro is fine. Output is realy blown out. Help

The footage is fine but the output using Premiere or Media Encoder is totally blown out. I've done the change the interpret footage to Rec 709.

• Premiere Version 22.5.0
• Shot on Mavic Pro 2
• Transcoded to H264 or copy it doesn't matter
• Changing hardware encoding to Software does nothing
• The top picture is from media viewer and after is from Mp4 file

Also did the change interpret footage change to Rec 709. No change
