Footage on timeline rolling

I've been using premiere for decades and have never seen this before. It's happened twice now this last week. It's some form of rolling effect, but there is no effect added. I removed the footage from the timeline and re loaded it and the rolling effect is still there. When I export the timeline, it does show the rolling effect in the rendered file. Note it is happening on many clips. Any ideas?

Looks like rolling shutter, an issue when the camera framerate isn't high enough to 'mask' that the shutter is traveling vertical across the frame.
