Here are my system specs:
AMD Ryzen 9 7950X 16-Core Processor
NDIVIA gforce rtx 4070 ti
ram64
The file I’m working with is a 4K MP4, fully compatible with my OS—no issues there.
While working on the timeline, everything seems fine at first, but then it starts filling frames with black, and warnings like “frame recursion” keep popping up over and over.
I’ve tried every solution I could find online, including clearing the cache, updating drivers, and making sure Premiere is updated to the latest version. I’ve done all the basic troubleshooting, not once, but over and over again. Still, no improvement!!
It’s driving me crazy, and I’m seriously at my limit. Why is this happening? Has anyone actually solved this issue? Please help!

What exactly is the media involved? mp4 doesn't tell us much besides that it is probably long-GOP, which can be a problem in and of itself. 4k RED will normally play back easier. Especially compared to drone long-GOP files. Nastiest stuff to edit made, that ...
And if it's some form of XAVC ... that can at times have issues ... so we need to know exactly what you're dealing with.
