Frame drops while speed ramping

Trying to speed ramp on a new PC and dropping tons of frames, was able to speed ramp on a laptop with far worse specs with no issues. Can't find a fix anywhere. This happens with all speed ramping, no matter how fast or slow.

 

Specs:

32 gigs of ram

i7 12700

RTX 4070

Samsung 2Tb SSD

 

Running on the latest updates of Windows 11 and Premier Pro (Uninstalled and reinstalled today)

Sorry is to hear that the footage is not playing as expected.  Here are some questions that may help troubleshoot the issue.

 

Is the source footage frame independent?  Something like ProRes or DNx?  

Or is the source footage interdependent?  Something like H264 or H265?

 

What color is displayed in the Time Ruler of the Timeline?  If Red or Yellow, how does the footage play if rendered (the line will be Green)? 

 

When exported with Time Interpolation set to Optical Flow instead of Frame Sampling or Frame Rendering, how does the exported footage play?

 

If you open the same project on then prior machine (assuming it is still available), do these clips behave better, worse, or about the same?
