Hello!
When exporting, I get this weird Glitches in my videos when Exporting. I have compared my raw footage vs the exported videos and have found those glitches only on my Exported Videos so I suspect that has something to do with my Sequence or Export Settings. Down below are screenshots of my Recording settings in OBS, Sequence, Exporting Settings in Adobe premiere, and some Glitch examples.

**Something to note is that I RECORD at 1440p and use "Set to frame size" at 2160p SEQUENCE settings.**
I am fairly new to editing so please let me know if I miss any important info. that I need to provide.
My PC specs:
CPU: Ryzen 7 7800x3d

Are you using a Studio or Game Ready driver for the GPU?
Have you tried setting the Project option for Mercury Acceleration to Software Only? This skips the GPU, and if it fixes the issue, it's the GPU driver or GPU perhaps itself.

I'll have to do a clean drivers installation with DDU and change Mercury Acc to Software only and let you know you if it fixes my issue.

Just set Mercury Accel to software only, JUST THAT. Test. IF that works, then install a different driver.

There are quite a few issues with your Premiere export settings. Bitrate of 64 Mbps for youtube upload is far too high. YouTube's recomended bitrate for your resolution (1440p) is 24Mbps. You also have no need to be Exporting at UHD 3840x2160 resolution but your as your clip was recorded at 2560x1440, and you will only lose quality, increase file size, and slow down rendering by upscaling it. I would export at the same resolution as the source clip and disable Use Max Render Quality unless you have a specific reason to upscale it. If you do in fact need to Upscale it to UHD as you currently are, then leave Max Render Quality enabled. Render at Max Bit Depth is also not necessary in your case.
Lastly and likely most importantly is your frame rate and your Time Interpolation being set to Optical Flow. Your OBS recording frame rate is 60fps so your premiere sequence should be 60fps, and your export should be 60fps (again, unless you have a specific reason for changing it). By itself, any issues caused by converting 60fps to 59.97fps would likely be minor or completely unnoticeable. But the combination of upscaling your footage at an incredibly high bitrate while also changing the frame rate could very well be the cause of the glitching you are experiencing. General rule of thumb for things like this is to match your sequence settings to the resolution and frame rate of your footage (again, unless you are sure you have good reason to make them different). Then make sure your export settings match your sequence settings. Set Time Interpolation to Frame Sampling, disable Max Bit Depth and Max Render Quality, set your bitrate to 24Mbps, and see if that helps.
