Glitchy playback in Premier Pro

Hey Guys! I am experiencing terrible playback in premier Pro. It started as glitchy video exports when exporting using media encoder and now its happening in pr itself. What could be causing this issue? I am experiencing this issue on both my MacBook Pro and iMac..... I have tried different render settings ect..nothing seems to fix the issue. Did you ever solve this? I've hit it too. Only on CC 2018. And only on nested or multicam clips. And it's not on every project in CC2018. Just some. One project I ended up exporting the XML and re-edited in CC 2017. And the most recent one I did not have the issue at all. Got through an entire project with tons of nested clips and multicam stuff with no issues. I moved over to another computer to wrap up the project, then brought the project back to the original computer and now I see that exact same glitchy video on ALL the nested clips and all the multicam clips. I've tried turning off CUDA, doesn't help. Haven't deleted cache yet. Interestingly, when I close down this project and open up the unfinished project file (that I mentioned above that I moved over to another computer to finish) there are no glitches. Close that down, open up the finished project and it's glitchy all over. Ugh. CC 2018. C'mon! I'm on a PC with GTX 970 and 64gb RAM and 6-core CPU.

First question that comes to mind is what codec are the QT's?
