graph editor why don't show anchor point? bezior line?

• The graph editor window just show the curve only, but don't show anchor point or bezior line, it has stopwatch activated but why no anchor point?  how can i adjust the curve?
• And also does premior pro have any motion blur effects just like AE?

Do they appear if you click where it says 'Shape (Transition)" ?
