h.264 Exports are Pixelated in new version

Ever since updated to the lates version of Premiere 22.4.0 my h.264 exports have begun pixelating things they normal would not. I found a workaround by exporting as Prores first and then exporting that file as h.264 but now this isn't even working. Has adobe changed something that I'm not aware of?
