Has the problem of using rendered effects on exports been solved? This does not apply to smart rendering, which essentially consolidates files. If there are rendered previews on the timeline, why are they not taken into account when exporting?

Not sure exactly what behavior you're talking about. The beginning and end of your post seem to differ.
