Whenever I copy audio from one sequence and paste it to another, it looks like I'm having a bug that causes the audio levels to spike tremendously. When i look at the audio settings, it shows that they are at the standard level. I thought it was a bug with the version I was using but I just updated the app and the issue still continues.

Go to Window > Audio Track Mixer for the sequence you're pasting into, and check that the Mix track (on the far right) isn't turned up above 0. Sometimes it can accidentally get dragged up in the timeline.

It looks like all levels are set at 0.
