Header bar is unresponsive

My header bar is non-responsive. The header-bar is just under the menus and lists the three shortcuts, 'Import  Edit  Export'.  Clicking on any of the three has no effect.  

I've tried to reset workspace, but that does not resolve the issue. 

Any idea what I may have done?

Close Premiere.

Hold down the Shift key, launch the app.

In the pop-up dialog, select clear all cache files.

See if that fixes this.

Thanks for taking the time to reply.  Sadly, clearing all caches had no effect.

It's like the buttons/links themselves are inop. Hovering over them also has no effect, whereas hovering over the 'Home' icon on the header bar and the home icon lights up to indicate clicking it has a purpose.
