Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Your sequence settings do not match the clip. Fix that first and try export again.

Once I export the video from Premiere it always results with glitches, I put it on handbrake following the tutorial and nothing works

Your sequence setting (640x640) do not match the clip (1080x1080).
Hence the bad export.

Yes they are different because I have to adapt the clip to the video format, that's why they are different, but I had a friend of mine with a different pc export the same video and it has no glitch
