Help with Premiere Pro and Media Encoder Exporting Problem!

I have this serious problem while exporting with both Premiere Pro AND Media Encoder. 

The app shows the file will be 8 mega, and in the folder it shows the file is encoding and will be 8 mega until the process is at 99%

BUT THEN when it hits 100%  the file suddenly chages to 74mega!???

How is this possible? 

I tried using different sequences.

Using presets and starting from scratch. 

...Emping all cache folders and turning off the computer.

The apps are both up to date.

Nothing. 

Does anyone have a solution?

I'm attaching screenshots.

It started doing this yesterday.
