The semi-colons in your numbers indicate you are using drop-frame time code.  The behavior you are seeing is correct.  Drop Frame Timecode works by dropping two frame numbers from each minute except every tenth minute.

 

If you want to see every frame number, switch to non-drop.  Drop-frame is real-time accurate, Non-drop is not.
