Highlighted clip jumps to different channel when I double click program

Hi all, I'm new to Premiere Pro and editing in general.

 

I'm trying to manipulate the resolution of this one clip manually in my timeline. I was able to do this previously by:

1) making sure the clip is highlighted in the timeline, and

2) then double clicking the project monitor.

3) here I can see if the clip's resolution matched the sequence, was larger, smaller, and could manipulate it.

 

My current issue is:

1) Desired clip being highlighted

2) As I double click the project monitor, the clip that is highlighted jumps to the clip in the above channel that is aligned with my desired clip. 

 

I don't believe this was the case just a day or so ago. Help please!

That is the correct behavior.

Double click in the Program Monitor will always give the top clip in the timeline.

Highlight the clip in the ECP or make a shortcut for Activate Direct Manipulation in Program Monitor

That is the correct behavior.
