Highpass is not working

I used a deadcat but still have some wind rumbles periodically. I followed tutorials on adding highpass filter, but no matter what I set it too, it doesn't change the audio at all. I can max it out and it doesn't change the wind, the vocals, nothing.

I think I figured it out. I unchecked the bypass box, and then it works. Help me understand what the bypass box is for?
