I have a clip that has shadow horizontal moving lines moving up. I don't know how to remove it. I tried using the shadow color effect to lower its casting, but I could see it.
This is called "banding" and it happens with gradients on low bit depth or highly compressed images/video. Things like adding noise to break up the pattern can help.
