how can I remove this "interval" line on the timeline scroller

(I couldn't find anything after searching for a while because I don't know the name of the timeline scroller) I want to make it so that I can scroll it with no intervals, because it skips to every .01 seconds.

but I don't get it, what if I wanted to cut out something in between the 1 frame, it keeps skipping it and it was not like this in my last project...

 You can only cut video to one frame, if you are editing audio, switch the timecode display to audio time units, you can then cut the audio to sample level.
