One of my biggest gripes with Premiere is that the default audio setting for Audio 1 on any new timeline is Touch when it should be Read. I can't count how many times this ridiculous default setting has caused countless keyframes I didn't want simply because I was adjusting something.
Please tell me there's a setting somewhere to turn off this "helpful feature" and set the default behaviour to Read instead of touch.

I have just tried opening a new sequence from 4 different types of clips and they all come up with Read on all the tracks
This is with version 23.6.0 and 24.1.0 beta.
Try ticking this box when you exit the program:
If that doesn't work try clearing the preferences on startup or re-install the program.

For my settings, Read has always been the default, so I was surprised to learn that yours changes to Touch.
It could be that this has become part of the settings of your workspace. Please revert back to one of the default workspaces, or save your current workspace (overwrite) after you've changed your settings.
Hope this helps.

Mine comes up read also. But if I leave it a Touch it comes back that way.
