How do I replace a static image in an animated video clip?

I have an existing video with several animated clips in it, set up as segment subheads. I need to change the static image behind the animated movement graphic. How do I do that? Brand new to Rush and Pro!

As said by PECourtejoie , that is not a job for Premiere Pro or Rush.

You need to do that in After Effects.
