Markers for any TrackItem object can be accessed via their ProjectItem property:

TrackItem.projectItem.getMarkers()

But Premiere Pro created Motion Graphics clips (as opposed to imported After Effect MoGRTs) have no projectItem property... so how do we access markers for these clips programatically?

Sorry, I don't know of a good approach to get markers associated with PPro-generated .mogrts. When I use PProPanel's import MoGRT button to import '/PProPanel/Payloads/from_AE.mogrt', a new projectItem is added to the project; clip markers for the .mogrt instance are attached to that projectItem.
