How does Premiere processes Image Size

Hi! I'm dealing with a film mostly filmed in 4K, edited (not by me) in HD size and now I'm asked to export a 4K sequence. Resizing the sequences is a big deal to me because all cropping just are processes wrong when resizing, I'm thinking in pasting the HD sequence into a 4k sequence. My question is: is Premiere smart enough to calculate the overall resizing (4k in Hd in 4K equals zero) or its simply a bad idea? Is there a right (and easy) way to do it?

Any enlargement within Premiere will result in image quality loss.

If possible, make the HD sequence UHD/4K, adjust the timeline and export as such.

Is there a way to respect and scale cropped clips when resizing the sequence? It just doesn't happen even with the "scale motioneffects" setting on.

Check if clips are set to Scale to Framesize if so change that to Set to framesize.
