How to add effect like ultra inlay if the folder on our premiere pro 2018 cc if is empty

l just open the program and l traing to use the ultra inlay effect with a green screen video but it doesn't show the effect and l don't know if, l have to download it or is my premiere that is having issues.

I think that you're looking for the Ultra Key effect. Typing it in wrong in search would prevent it from showing up.
